Each Pack Hourglass reduces the cooldown by one hour, meaning you’ll need 12 Hourglasses to open an additional pack after reaching your daily limit of two draws.
InPokemon TCG Pocket, there appears to be no limit on the number of Hourglasses you can spend in a day. However, according to the official Pokemon Support team, you can only use up to 720 Poke Gold daily to reduce the waiting time for opening packs. This usage limit resets every day at 6:00 a.m. (UTC).

What’s the Best Way to Get More Pack Hourglasses?
