What makesOne Piecedifferent from many shonen manga is how it handles morality. In fact, Doflamingo’s quote on the good and evil sums it up perfectly. People living in the One Piece world fear pirates because they consider them dangerous and immoral. On the other hand, they treat Marines and the World Government as their saviors. For them, the greatest hero would have to be someone from either institution. However, the reality is very different, and Oda has already hinted at who is the biggest hero in One Piece.
Rocks D. Xebec’s Flashback Has Finally Started
In the last few chapters, fans got to see Rocks D. Xebec in action. The legendary pirate has been mentioned several times in the story, but Oda never revealed his face until the Elbaf arc. In addition to showing Rocks' face, Oda also confirmed a few other details about the pirate. For starters, he was confirmed as Blackbeard’s father. Fans had been speculating for years that the Yonko was the son of Rocks, and now finally, they can put their minds at ease.
Earlier statements in the manga insinuated that Rocks was a dangerous man who only wanted to cause widespread destruction, but the latest chapters prove otherwise. Rocks was callous, but he didn’t seem evil or malevolent like Imu or Doflamingo. He recruited hiscrew members by winning Davy Black fights. After gaining new allies, Rocks ultimately formed his pirate crew.

Rocks Wanted To Topple Imu
In One Piece Chapter 1155, Rocks D. Xebec did the unthinkable and invaded Marijoa,where he killed a Marine Admiral. Rocks murdering an Admiral would have been the biggest news on any other day, but the pirate managed to do something more spectacular. Rocks managed to infiltrate the Chamber of Flowers, where he found Imu and Gunko.
While Rocks did not fight Imu, he did issue a warning. The pirate stated that he would come back to the same location, likely to fight Imu. The details of Rocks' invasion of the Chamber of Flowers were kept a secret from the rest of the world for obvious reasons, but fans know the truth.
What Rocks did was absolutely insane. Not only did he enter Imu’s territory, but he also threatened the leader of the World Government. The reason why Rocks left was because he knew that Imu was at an advantage. Rocks realized that he needed powerful allies who would aid him in his goal. So, he decided to recruit the strongest fighters by beating them in Davy Black fights. Eight years after the incident,Rocks had already recruited some outstanding fighters, which included the following:

Now that Rocks' goal has been confirmed, one wonders what would have happened if he had achieved it. If Rocks had beaten Imu,the World Government would have fallen apart, and the people would be liberated from their tyrannical rule. This alone would have made Rocks the greatest hero in One Piece because he would have saved so many lives. After this reveal, the actions of Roger and Garp in God Valley become even more bizarre. Roger clearly wasn’t strong enough to beat Rocks, which is why he teamed up with Garp, a Marine. Both of them eliminated Rocks, which removed the greatest thorn in Imu’s side.
Rocks D. Xebec Is One Of The Strongest Pirates In One Piece
Rocks Was Blessed With Immense Power
Whatever Rocks D. Xebec’s motives were, it’s hard to denythat he was arguably the strongest pirate of his era. Rocks dominated so many strong fighters with his strength alone. Rocks also possessed powerful Haki, and he likely had a dangerous Devil Fruit.
He even destroyed the Gates of Justice with his strength. Furthermore, it has been confirmed that Rocks' swordsmanship was of the highest degree, and his sword attacks had power similar to a giant hammer or a cannonball.
