Devil Fruits are a great source of power and arguably the easiest as well. Initially, they were introduced as rare objects that only a handful of people could obtain. However, as the story has gone on, these mysterious items have become far more common.
Presently, almost all the strongOne Piececharacters have access to Devil Fruits. This holds true for the past as well. Many powerful characters who are now deceased had access to strong Devil Fruits, which gave them the edge over their adversaries.
8Kurozumi Orochi
Killed By: Denjiro (Landed The Final Blow)
Orochi managed to take over the country of Wano with the help of Kaido. Although a coward, Orochi had access to a Mythical Zoan-type Devil, namely,the Hebi Hebi no Mi, Model: Yamata no Orochi, giving him the ability to transform into an eight-headed snake.
The Devil Fruit boosted his physical abilities to a certain extent, but Orochi couldn’t take full advantage of it. Orochi’s Devil Fruit also granted him eight lives, so he couldn’t die unless he was beheaded eight times.
7Monet

Monet was a member of the Donquixote Pirates and Sugar’s elder sister. Instead of staying in Dressrosa, she remained on Punk Hazard to watch over Caesar and the laboratory. Monet had consumed the Yuki Yuki no Mi,a Logia-type Devil Fruitthat allowed her to create snow at will.
She was adept at using the power, as evidenced by her ability to get the better of Tashigi, an experienced Navy soldier. Monet met her at the hands of Caesar, who unknowingly stabbed her heart after mistaking it for Law’s.
6Semimaru

Kurozumi Semimaru was a member of the Kurozumi Clan who advocated for Orochi to take the throne. Semimaru possessed the Bari Bari no Mi, allowing him to create barriers at will.
These barriers are extremely sturdy and capable of withstanding attacks from someone like Kozuki Oden without any problems. It is also possible to use the Devil Fruit offensively, but whether Semimaru could do it remains unknown.
5Kurozumi Kanjuro

Kurozumi Kanjuro is one of the best villains fromthe Wano Country arc. He despised the Kozuki Clan so much that he joined Oden as a scabbard to provide information to Orochi. Kanjuro was even willing to be boiled alive if it meant the end of the Kozuki clan.
Kanjuro possessed the Fude Fude no Mi, which gave him the ability to bring anything he drew to life. He was able to create different creatures to attack his enemies or create a drawing of a person close to them to cause a distraction. Clearly, the Devil Fruit is versatile and can be used in a plethora of ways.
4Donquixote Rosinante

Donquixote Rosinante was the younger son of Homing. Unlike his elder brother, Rosinante was kind and compassionate, and he did not resort to sick and sordid means when things did not go his way. Rosinante joined the Navy and went undercover to undo Doflamingo’s evil plans.
Rosinante possessed the Nagi Nagi no Mi, a Devil Fruit that nullified noise within a particular area. This made the Devil Fruit perfect for espionage but nearly useless in a direct confrontation. The Devil Fruit played a crucial role in Rosinante’s mission and helped him avoid the watchful eye of his brother.
3Portgas D. Ace

Portgas D. Ace was theSecond Division Commander of the Whitebeard Pirates. He was a talented fighter who had a lot of room to grow. Ace set out to pursue his dream at a young age, and it didn’t take long for him to make a mark.
With the power of the Mera Mera no Mi, Ace was able to beat Hanafuda, a member of the Shichibukai. Next, Ace had a skirmish with Jimbei, which he also won. Ace also gave Blackbeard a run for his money, but the latter proved too strong for him. If not for his premature death, Ace would have become one of the greatest pirates in the world.

Edward Newgate was the captain of the Whitebeard Pirates. Before he started his crew, Whitebeard was amember of the Rocks Pirates. Judging by his mannerisms, he was likely second to Rocks in terms of authority. Whitebeard stayed with the crew until the God Valley Incident, after which they all went their separate ways.
Whitebeard had eaten the Gura Gura no Mi, a Paramecia-type Devil Fruit that gave him the ability to create tremors. With this power, Whitebeard could effectively bring down an entire island on his own. As his reputation increased, he received the title of the strongest man in the world, and that too when Roger was alive.
1Joy Boy

Joy Boy is a legendary character who existed around the time of the Void Century. He was likely affiliated with the Great Kingdom, which was erased from existence by the World Government. Joy Boy’s name has become increasingly common in the story, enabling fans to learn more about him.
So far, it has been confirmed that Joy Boy had access to the Hito Hito no Mi, Model: Nika, the same Devil Fruit as Luffy. It gave him access to the power of the Sun God, making him a dangerous adversary. Joy Boy also had incredibly powerful Haki, which, according to Dorry and Brogy, was possibly superior to that of Shanks. The combination of the two makes Joy Boy the best Devil Fruit user who no longer exists.
