As the world changes, both pirates and the Navy must improve their combat capabilities and methods of warfare. As a centralized organization controlled by Imu and the Five Elders, the Navy has undoubtedly evolved in their capabilities when it comes to war.
Most noticeably, with Vegapunk, the world’s smartestman, being involved with the Navy, the world’s preacher of ‘justice’ has seen various technological advancements, and these advancements have left them outclassing pirates in terms of manpower, firepower, and sheer destructive capability in theOne Pieceworld.

The Early Days
Origins Of Naval Warfare
In the present time period of theOne Pieceseries, the Navy isa power to be reckoned with. However, that wasn’t always the case. In the distant past, the World Government and the Navy, by extension, didn’t exist. However, to combat the Ancient Kingdom, 20 kingdoms came together to form the current World Government. So far, theOne Pieceworld has shed little light on the combat abilities and structure of the Navy centuries ago.
However, as they were able to ultimately defeat the Ancient Kingdom regardless of the means, it can be concluded that their power was by no means eager. With the current technological advancements of the Navy, it’s interesting to consider if the present Navy or the Navy of the past is stronger. While the true strength of the First generation of the Navy is unknown, from the first episode of the One Pieceseries till now, the Navy has made leaps in its technological advancements.
Using Technology To Reshape The World Order
The Rise Of The Pacifista And The Seraphim
The man behind the Navy’s drastic technological advancements is undoubtedly Dr. Vegapunk. Initially, the Navy was dependent on ships that could only move with sails and wind. However, paddle ships changed a lot of things. With paddle ships, pirates such asthe Kuja pirateswho had their home base on the calm belt, no longer had as much protection as before. Moreover, as seen in Episode 1114 of theOne Pieceseries, Vegapunk invented GP Flower technology, which earned him the Ibel Peace Prize. With this, the guns and bullets of pirates will be made to serve a more decorative than lethal function, showing just how far the Navy has come in technological progress.
Undoubtedly, the Navy’s biggest technological advancement in recent timesis the Seraphim. These killer machines were made from bloodline elements of various devil fruit abilities while also being clones of the former Warlords of the Sea. As the harbingers of ‘justice’, the Navy initially made up one of the three powers of the world. However, with recent developments, it’s safe to say that the Navy makes up two powers of the world, or at least has managed to sufficiently replace the Warlords, who were initially one of the world’s three great powers, alongside the Emperors of the Sea and the Marines. By replacing the Warlords with the Seraphim, the Navy showed that they had progressed so far in technological advancement that they no longer needed pirates affiliated with them, as they had replacements more than capable of taking over the Warlord’s duties.
With their technological advancement, the Navy has always come up with plans to conquer new and emerging threats. Before the Seraphim came the Pacifista. The Pacifista are robots created using Bartholomew Kuma as a prototype as he was slowly being modified into a cyborg. By creating robots capable of using laser-powered attacks which had the physical strength of Kuma, the Pacifista decimated many piratesduring the Marineford War.
Before the abolishment of the Warlord system, the Navy used it to turn pirates, its greatest adversary, against each other. This showed just how determined the Navy was to get rid of pirates and how it had the capability to use unconventional means to get what it wanted. With Whitebeard’s death, many changes occurred in the world ofOne Piece. With the Navy not wanting to be left behind,Akainu, the new Fleet Admiral, reorganized the Navy to make it more effective and subsequently moved the Navy’s headquarters to the new world.
The Future Of Naval Warfare
Would The Adaptation Of Naval Warfare Come To A Halt?
As the seas become increasingly dominated by powerful pirates, the Navy is likely to continue its evolution by developing even more sophisticated weapons and ships and even integrating robotics and various Sea Prism Stone applications to counter Devil Fruit users. Moreover, with the existence of the Mother Flame and the Ancient Weapons in the hands of the World Government, more and more advanced weaponry is sure to be portrayed. However, as Vegapunk, the brains behind many of the Navy’s innovations, is set to be killed by the Navyfor his betrayal, it’s interesting to see just how much the Navy would be able to develop without him or while using his past innovations.
