Though mastery of Haki typically makes one the strongest, this level can also be reached with a powerful fruit.

At first glance,Bonney’s Age-Age fruitmay not seem to be one that could exist in the top tiers of Devil Fruits in the story. The main power of this fruit is that it can age both living and non-living things to be younger or older than they originally are, which in and of itself is a fairly powerful ability. On Egghead Island, Bonney managed to age Luffy to a state where he was incredibly old and tired, to the point where he couldn’t really do anything except sit around with laboured breathing.

However, the true strength of this fruit are the possibilities of its application. With Distorted Future, Bonney can create future versions of herself or her target, which itself can be manipulated if Bonney believes it to be possible. For example, she managed to give herself Nika’s powers on Egghead because she believed in a future where she turned out to be like Nika, proving the reality-warping powers of the Toshi Toshi no Mi.
Blackbeard
In a world filled with overpowered Devil Fruits that can turn even the most basic characters into some of the most powerful figures in the world, Haki stands as a great deterrent. However, the best counter in all ofOne Pieceto a Devil Fruit, no matter how powerful it may be, isthe Yami Yami no Mi; the Darkness Logia Typewhich has the unique property to cancel out other Devil Fruit powers. Although, it’s unable to make the user intangible, the trade-off is that Blackbeard can use its gravitational properties to pull anyone toward him to cancel their powers.
Don’t you realize yet? No one escapes the gravity of darkness!
Once they are within arm’s reach, their Devil Fruit powers stop working for as long as Blackbeard is touching them. Currently, this stands as the ultimate counter to not only the Nika fruit, but to all Devil Fruits in general. When Luffy finally faces off against Teach, the battle may just go in the villain’s favor, since Luffy’s main power of Gear 5 can just be negated by this terrifying villain.

Whitebeard, Blackbeard
Arguably the single most powerful Devil Fruit in the entire series is the Gura Gura no Mi,also known as the Quake-Quake fruit. This devastating devil fruit allows the user to create massive tremors and earthquakes through any surface or medium that can be powerful enough to destroy an entire island, which was the main reason why Whitebeard was always known as the World’s Strongest Man. However, his personal ambitions were always at odds with the wanton destruction that this fruit was capable of, so he could never awaken it.
We may have the greater force, but we must not take this opponent lightly! It may well be us who will meet our end here today… for that man… has the power to destroy this very world!
After Whitebeard’s death at the close of the Marineford War, Blackbeard somehow managed to steal his fruit and caused incredible damage with it despite being a new user, showing the world just how powerful the Gura Gura no Mi truly is. In a fight against Luffy in his Nika state, this could do the most damage to him since it is defined as a power that is capable of destroying the entire planet if the user chooses.
Imu’s Mysterious Devil Fruit Is The Most Versatile Power We Have Seen

Although no classification has been given to Imu’s Devil Fruit, most are convinced that it is a Mythical Zoan Devil Fruit due to its showings in the Elbaf arc. With this power,Imu has not only proven to be strongerthan anyone could have imagined, but also that their fruit is the perfect counter to Luffy’s Nika fruit, since it represents subjugation and oppression through Domi Reversi, while Luffy’s represents freedom from tyranny. Even the appearance that Luffy takes while in his Zoan form is drastically countered by Imu.

Not much more can be said about this potential Devil Fruit due to its vagueness at the current moment, but once it’s shown, most fans are convinced that it will be a straight equal to Luffy in his Nika form. It is likely through this mysterious fruit that Imu has been able to imbue the Gods' Knights and the Five Elders with the mysterious Abyss powers, as well as the regeneration and the Mythical Zoan-like Yokai forms that the Gorosei have. Fans can only wait to see what Oda has in store.
